The U.S. Geological Survey said the 6:15 a.m. quake registered 3.1 on the Richter scale. It was centered in the Portland area with the epicenter about 12 miles below the surface, which is relatively deep. Shallower quakes tend to cause the most damage. So far, none has been reported.
