Obama wants to pin the blame of Wall Street on the Republicans and show he is the author of change. Much of this whole mess started with Fannie Mae and Freddie Mac. Politicians told the GSEs to make housing available to the poor even if they couldn’t afford it. Congress had an oversight role. They were supposed to regulate the industry.
