At issue was the 38-page draft being readied for the 14 September conference, prepared under Jean Ping of Gabon, the president of the UN General Assembly. Most of the US objections to the draft are over topics Washington has traditionally taken issue with: development aid, the Kyoto Protocol on Global Warming, the International Criminal Court (ICC), and the Comprehensive Test Ban Treaty.
The Ping draft was also considering other issues such as a Human Rights Commission with more teeth, a universal definition of terrorism, and power to the international community to intervene in nations with genocide or ethnic cleaning is occurring. The US has traditionally backed these changes.
